Pontoon specifications

Technical Specifications of Floating Pontoon (Metallic) for mounting Submerged pumpsets (for lifting water directly from Water Body like River banks, Dams, Canals, Lakes, etc.)
1. The Pontoon is required for :
1.1. Installation of 1 Pump ( Simplex ) or 2 Pumps  ( Duplex )
1.2. It will ensure that pumps will always remain submerged & work under flooded positive suction without the need of operation to prime the same.
2. Each Submerged pump :
2.1. weight approximately : ___________kg &
2.2. has Overall Size of : _____mm x _____mm x _____mm
2.3. will be mounted approximately _____mm below the Water Level when lowered in the Hull/ Pump Crib
3. Pontoon : Basic Specifications
3.1. The pontoon should be designed for 50% submergence @ dead load & 65% submergence @ live load.
3.2. It should have Chain Pulley type Lifting Arrangement on MonoRail Girder rated not less than ____MT.
3.3. The main Floating pontoon must have ALL parts with Metallic ONLY (Non Metallic parts shall not be allowed).
4. Upon successful award of order, during detailed engineering stage; detailed calculations based on the actual site conditions, floating Pontoon shall have to be designed by the Pump Manufacturer/ his Pontoon manufacturer considering stationary/ dead loads, live loads, water current, wind force etc.  
5. Minimum working area of ½ times or 1m (whichever is lower) the pump overall width should be provided on all 4 sides to permit easy access for operation & maintenance purpose. 
6. All under water welded joints (if any) will be tested for Non Destructive Testing as per std ASME SEC V Article 6.
7. The floating Pontoon shall be designed to carry the weight/ thrust of the following as a minimum requirement :
7.1. Pump-motor set in dynamic condition
7.2. M. S. Skeleton Frame
7.3. Steel Pontoons with Anti Rusting coating as mentioned in Painting specification.
7.4. Aluminum / MS Chequered plates used for flooring and walk way
7.5. Dead & Live weight of delivery pipe of pump set and its manifolds like enlarger, bend, valves, etc.,
7.6. Partial load of Power Cables, Cable Tray, Junction Box, etc (as is being imposed onto Pontoon).
7.7. Installation crew/ gang personnel – 4nos for Simplex / 6nos for Duplex

8. Design:-
8.1. M. S. structure Box shaped structure with swim ends strong enough to withstand the thrust imposed by the dead and live loads and having sufficient space for man power with tools and tackles to work freely on the Pontoon without any undue vibration/ shaking.
8.2. Pontoon should have provision for increasing and lowering buoyancy in running condition. Inspection window @ Top should be there for the regular inspection of any leakage or damage.
8.3. Calculations : To ensure the stability of the pontoon the builder must submit basic design calculations along with Technical Bid demonstrating the safety of the following factors :
8.3.1. Centre of Gravity,
8.3.2. Centre of Buoyancy,
8.3.3. Metacentric Radius/Metacentric Height,
8.3.4. Also it is to be ensured that the pontoon will be on even keel in unloaded condition

8.4. It shall be designed with such facilities of anchoring so that it can be held at a position  in  canal  as  and  where desired  during  lowering  /lifting  of  the submerged pump or  during operation / parking  to  prevent it  from  shifting downstream with water current.
8.5. Pontoon should have minimum two hulls for maintaining CG of system at any worst condition of installing, uninstalling, running and steady.
8.6. A Hand Railing around outer edge of the pontoon is required to ensure safety of the crew members & should be painted with Safety Yellow color with PU coating.
8.7. Antislip deck, Safety handrail, midrail, kick rails should be provided.
8.8. The delivery pipeline should be of Flexible piping System consist of MS pipe of required size, run & length having MS flanged at both end connected with SS Braided Flexible Pipes with MS flange at both end with required pontoons are recommended for delivery pipes in such cases.
8.9. Anchorage & Winching :
8.9.1. The Pontoon is held in position near the delivery pipe laid in the bed with suitable diameter of wire rope.
8.9.2. One end of the rope is tied to a steel eye-hook or winch at the pumping station on pontoon. The other end is tied to a concrete anchor block of at least one cubic meter volume with a hook at the bank or bed.
8.9.3. Three anchor blocks are to be used - one on upstream side to prevent pontoon shifting downstream along the current, and the other two in the bed to prevent the floating pontoon drifting away from the bank and to keep it stationary.
8.9.4. The hand operated / electrically operated winches on the bank are to be provided to the floating pontoon by means of wire ropes / cables
8.9.5. At the site, the floating pontoon and floating walkway must be moored to the bank and stayed by means of staying poles.
8.10. A walkway having suitable width and length with tubular guard railing should be provided for approach. Access to the floating pontoon is by an approach bridge/ walkway whose total dead as well as live loadability is minimum 100kg/m2.
8.11. The Flexible piping System as delivery pipes are assembled at the site and connected to each other on the bank.
8.12. Floating pontoon is to be equipped with necessary shipping and service equipments which includes life-jacket/ life-ring with wire rope-cable etc.
8.13. Each pump set is fed through its own flexible cables up to junction box kept on pontoon with cable trays.
8.14. Pontoon Roof should be fully covered with Corrugated Galvanised Iron sheet
8.15. Pivot joints of pontoon and walkways should be provided to accommodate uneven water body bed surface in dry condition.
9. Loading and stability
9.1. The floating structure shall comply with the following loading and stability requirements.

10. SAFETY FEATURES:-
10.1. Pontoon should be designed such that all the pumps (maximum 2 pumps on one pontoon). In case of multiple pontoon/s, all the pontoons shall have provision of interconnection (joints) with each other and operator shall be able to access from one pontoon to another.
10.2. The pontoon is to be stationed at River and if required can be shifted to other location in future.  Pontoons are to be design such that it should be able to transport by  Road. The pontoon will be moored at a suitable distance as shown in tender drawing from shore, based on the minimum water level of the river. Suitable anchoring arrangements to  be made with the help of Chain and anchors. Further, anchoring arrangement at shore/river as shown in the drawing shall be provided.
10.3. The water level in the River varies between the min. water level to Max. water level so length of flexible pipes, cables  etc to have compensating arrangement to adjust  level variation and no component should  develop any undue stress.
10.4. The environmental parameters of  the site situated is mostly clear water of  River, however, during  monsoon soft mud  and silt  is  also expected in the river, so the mooring system must sustain the Pontoon / Barge in the maximum expected wind and current speed.
11. Certificates / Documents to be submitted during detailed engineering/ supply :
11.1. MOC certificate tested by NABL lab (LAB TC / Mill TC)
11.2. All 100% DP reports as per ASME Sec.V Article.6
11.3. UT/RT test reports as per ASME Sec.V Article.4
11.4. Blasting and painting report by Pontoon vendor
11.5. Pneumatic test @0.5 kg of pontoon before surface preparation should be done and test certificate should be provided with Calibration certificate of Gauge and showing the pressure value of testing.
11.6. Paint Manufacturer’s certificates.
11.7. Guarantee, Warranty & Life Certificate of pontoon of 15 years should be submitted along with all other necessary equipments.
11.8. Pontoon should have proper Identification plate showing all details of end user, supplier, date of supply and pump number installed on it.
12. Mooring materials :-
12.1. Steel wire rope tested (19 mm dia.) : 2x100 RM
12.2. Nylon Rope(40 mm dia.) : 100 kg.
12.3. U-Shackle (25 mm) : 8 nos
13. Painting :-
13.1. Surface preparation before painting – Should be be as per STD SA2 ½.
13.2. Painting Scheme for anticorrosion in sweat water. Life of painting should be min 10 years. Average paint DFT ( Min. 100 Micron ) certificate should be provided by pontoon vendor.
13.3. Each coat is to be applied only after it is ascertained that the previous layer has achieved the required hardness. All paints used are to be supplied by an approved paint manufacturer producing high quality paints. The painting scheme will have to be prepared and submitted by the builder for the owner’s approval.

14. Pre Qualification (have to be submitted along with Technical Bid failing which the bid shall be rejected) :
14.1. Along with the Technical Bid, Basic Design Calculations of Pontoon, its Loads & Bouyancy, etc, duly certified by third party reputed agency / institution like IITs, IISc or Marine Architect approved by relevant Statutory Authority.
14.2. The bidder have to carry out MoU with Pump Manufacturer or his MSME certified Pontoon vendor for Building of Ships and Floating Structure.
14.3. The pontoon vendor should be have satisfactory experience of Design, Build & Supply similar Pontoon/s which should be in satisfactory field operation for minimum 5 years of Experience in manufacturing Metallic Floating Platform or Experience certificate with proof documents of minimum 5 projects of metallic pontoons
14.4. MSME Certificate for Ship Building and Floating Structure.
14.5. Any previous IRCClass/Equivalent Inspection and Clearance Certificate for metallic Pontoon supplied to any pump manufacturer.
